Jennifer Welham

Senior Vice President, Health, People, and Human Services

Jennifer brings more than 30 years of experience and expertise in helping clients use data and research to make informed decisions that improve people’s health and well-being.

Jennifer leads ICF’s health, people, and human services business. Her team of more than 2,650 professionals provides advisory, implementation, and evaluation services for U.S. federal health, organizational, and social programs. Their technology-enabled work supports the missions of a wide range of federal civilian clients, including health agencies such as the National Institutes of Health, the Centers for Disease Control and Prevention, the Centers for Medicare and Medicaid Services, the Substance Abuse and Mental Health Administration, the U.S. Agency for International Development, and the Administration for Children and Families.

Jennifer brings more than 30 years of experience and expertise in helping clients make data-driven, informed decisions that improve people’s health and social well-being. Over the course of her career, she has supported the assessment of potential hazards and risks to human health from exposure to environmental pollutants, overseen large task orders and contracts for several federal agencies with health missions, and served as the program manager for technical and regulatory support for the development of criteria for water media, as well as the review of studies on food and color additives.

Jennifer was recognized by WashingtonExec as a Top Healthcare Exec to Watch in 2021 and 2022. She was also the winner of the 2021 Pinnacle Award for Healthcare Industry Executive of the Year in the public company category.

Jennifer holds a Master of Environmental Science and Public Policy from George Mason University and Bachelor of Science in Biology and Psychology from The College of William and Mary. She is also certified as a Project Management Professional by the Project Management Institute.
